Off the top of my head, Tomlin and Harbaugh won one SuperBowl. Belicheck won several but I think he was exposed after Brady left. In prior post I already stated this seems to be exception as OC Josh McDaniels was terrible as HC in Denver and returned to New England as OC continuing his run with Brady. Nobody knows what would have been without Brady but I suspect Belicheck would have won fewer SuperBowls.
At the end of the day you need an HC that can hire good coaches. And you need to get the QB right, and provide the infrastructure for them to thrive. Defensive head coach...offensive head coach...doesn't matter if the first two don't happen.
You explained that a lot better than I can. But that is my point.
I know many have issues with Jeff Hughes at dabearsblog but IMO he's pretty connected. Here are a few tidbits from his connections around the league:
"Buffalo did not want to lose Ryan Bates, but his cap number would not be sustainable for 2024. Said one Bills executive to me, “You got a good one.” Ryan Poles wanted Bates to anchor his offensive line at center two years ago, and that still could be the strategy. The Bills salary purges on Wednesday were devastating in their building. Some aging veterans, sure, but a lot of leadership left that organization."
--Who to believe...this or the poster who claimed Bills were dancing after making the trade...hum......
"I’ve been wondering if the Bears would be in the market for a backup quarterback but folks I trust believe the Bears trust Tyson Bagent in that role, even with a rookie quarterback."
"Here’s the problem with Russell Wilson: people don’t like him. Legitimately. He’s the most full of shit player in the sport, and his teammates are acutely aware of that. But that’s easy to overcome if the production is still there, and it’s not. There is not a team in the league that will view Wilson as the final piece to a championship puzzle, so where does he end up playing in 2024? I like the idea of him backing up Rodgers in Jersey. But is he willing to accept the backup’s fate?"
--Interesting, as its the opposite of what I would have thought. Sign Wilson for 1 year since Denver is basically paying his salary. Draft a rookie to sit for the season. If Wilson has lost it, didn't cost you anything other than vet min.
"It seems the league is sending a message to safeties: we don’t want to pay you anymore. Justin Simmons was one of the Broncos’ best players. Xavier McKinney will be only 25 this season. I get the Broncos clearing cap, to some degree, but the Giants? How are they better in 2024 without one of their top defenders?"
--Bears should be after to get a vet upgrade at the good price.
And I could see this working out well too. Could go either way. Regarding Eberflus, if I could turn back the clock I'd prefer that the Bears had hired an offense head coach. But some good teams have won (and are winning) with defense head coaches. Granted they are in the minority for sure. But it can be done. Guys like Houston's DeMeco Ryans, John Harbaugh, Belichick, Tomlin, Carroll, Sean McDermott... the list goes on... some of the D head coaches have had good success. Maybe the Bears can get it done with Eberflus. I do believe that is not ideal though.

The thing I give Belicheck credit for is to stick with Brady once Bledsoe was healthy and ready to return. That was a real power move that paid off in spades. Drew Bledsoe was a 1st round pick, a veteran w/size experience... a pretty decent NFL QB & Brady was a late round after thought.
