The GM, on the other hand, does draft the players, sign the free agents, and hires the coaches. These are his players. These are his coaches. This is Ryan Pace's team.

To assume that he has that responsibility and cacoons himself in his office and only does accounting imo is naive. I'm sure he provides more input than people would like to admit

I figure he is responsible for the GM who is responsible for the team's players and coaches - and ultimately for the performance of the team. So, yes, in that sense he is responsible.
I just don't see how he is directly responsible for the day-to-day product on the field.
