The scenario is that Pace has our guy in mind. The #1 is made and our guy is still there. Pace thinks that the 9ers (or whoever) is going to take him. Does he try to move up to get his guy?
Lot's of ways to look at this. One is that this is probably our one shot at a pick this high as well as as big a need at QB. We HAVE to do what it takes to fix it. Another is that there are going to be guys further down the board that are better than the top guys and Pace shout take a shot at one of them. Yet another is that we have so many holes to fix, getting rid of picks would hurt us. The question is.... would it hurt us as much as continuing not to have a QB?
Each of these viewpoints has valid points to it. So....... after all taken into consideration, what do you do? Make the trade or not. And this might mean getting raped. Do you stick to your guns and make the pick you think will turn the team around even at the risk of your job?

2 things:
If this team is a void of talent as everyone posts (can't fire Fox because the team has not talent or depth right?) then its going to take to much to move up. It will be around 400 points in picks to move up according to the draft value charts. Thats our 1st, 3rd, 4th and 5th to move up--all of which come early in each round. Its too expensive in terms of adding talent
Didn't we all say last year that we had to get the right players at slot 11 because it was going to be a long time before the Bear drafted that high again? All it takes in the rookie QB not working out and another 4-5 injuries at critical positions and the Bears are looking at the 5th pick or better again.

There are enough holes on this team that losing picks to move up could easily result in a net loss of talent. Example: Two average players at 2 positions may be a bigger upgrade for the team as a whole than one above average player at one position.
As an aside, if pace is trying to get a specific player, then would not that team realize that they are competing for the same player? Seems that the result of that is that they, as the number 2 picking team, would just pick their guy and call it a day?
There is a logic loop in the question that is causing me some cognitive dissonance....
