And I'd add that every team is somewhat unique, and consequently the draft value varies accordingly. Often fans get frustrated we didn't draft "player x" or "player y" - and the almighty Mel Kiper had that dude rated higher than the player the Bears drafted. The draft picks are sometimes called a reach when in fact it may not have been a reach at all. This isn't the same as drafting for need. But it does recognize how well the player will fit with the Bears team/schemes. That's just reality. Or it is how it should be.
Every situation every draft pick is unique.
Theres a ton that goes into setting up the board. General BPA doesn't really work if the BPA is a 3-4 OLB and you run a 4-3, same w/a zone or man coverage player. Add in all the information the media or fans will never get, background checks on these players, personal meetings to find team fits w/the player and medical records all can come into play w/teams that decide they want or don't want a player.
All jokes of GGabriel aside, one thing he can talk on is how, at least the bears, were far more conservative when he was there on medicals then other teams seemed to be. Think it was regarding knee or joint injuries tended to be a big no go for them.
Then after the mess up w/bringing on a FA that had assault charges, w/a guarantee from the gm/hc/player that he'd changed only to have new ones come out; you can bank that Virg takes background checks very seriously. While in the early 00's the Bengals basically didn't give 2 shits about a players off field life.
All that changes how BPA even is per team. BPA is just kind of a simple approach to the draft from a fans point of view, each teams boards are going to be drastically different for a multitude of reasons. But even w/in that you see teams taking guys that appear to be what would be seen as bpa, and also what would be seen as picking for need(cough cough punter in the mid rounds)
