Certainly a possibility
As I call it, the Ole' Lovie O. Let Def and St's win, I don't understand O and I don't want to, so don't get in my way please.
Penalties have hurt the offense. How many times do you see Caleb backed up to a 20 yards to the line of gain situation, or if it's a 15 yard penalty he's 25 yards behind the line of gain. The defense knows what's coming in those situations... it puts a hurt on the QB.

Some of this may also be a lack of confidence in the OL. Short quick passes because they don't think there will be enough time for routes to open up.
