Even thought I know that GB really doesn't get favorite treatment from the REFs, I was a little surprised to see them at -3 (10 on them, 7 on their opponents with a net of -14 yards.) I really only complain because it really ticks of GB fans.
It's the timing of the penalties that benefits the peckers. Big plays, important downs. not the total count of penalties or the total yardage assessed.
I guess that is it. When its 3-8 and the pass is incomplete out comes the flag. Of 3-13, Sweat comes around the edge, get tackled...no flag.

I've heard that the refs train all off-season for the complexities of timing/impact on stuff like this. And of course they have to practice their Lambeau Leap for the new season too.
