I don't think it is an either/or proposition. You really need both to be a great team. And by "great team", I mean a team capable of multiple deep playoff or SB runs.
I keep going back to how Poles and Eberflus referred to Montez Sweat as "a multiplier". And his impact on the defensive front four is undeniable (and wonderful!). In fact, IMO, his impact on the DL has had a ripple effect on the entire defense. All you have to do is look at the stats of the overall defensive backfield as a unit since Sweat got here to see that.
To one extent or another, I feel that DJ Moore can be a multiplier for the offense (especially the receivers). Being totally honest, I do not consider Fields a multiplier on the offense. Not saying he could not ever become one, just that he isn't one now.
Any great team has at least two or three multiplier type players on each side of the ball. And many/most of the all-time great teams have one at QB. But IMO the most critical multiplier has to be on the coaching staff. And hopefully you have more than one on the staff. They have to develop a scheme that exploits what talent exists on the roster for maximum possible success. Each player needs a role that allows each player to play to his strengths. And a series of game plans that adjusts the schemes on both offense and defense for the specific upcoming opponent. Then adjust during the game appropriately.
If you try to map out who on our team matches up to those roles, it gets a little depressing. At least it does to me. While Poles (again IMO) has done a solid job on the teardown/rebuild, he has made mistakes and the development of several of his acquisitions is still in process. But I am most depressed with the coaching staff. Eberflus did a really good job after taking over the defensive play calling when our DC "resigned". But his game planning and endgame play calling has just flat out sucked. He may be a really solid DC but so far he has failed as a HC. And don't get me started regarding Getsy. Is it just me or did he have to repeat all the offensive scheme mistakes he made with attempting to turn Fields into a pocket passer both seasons as an OC?
