I'm not sure one necessarily has anything to do with the other. If you have a chance to add a guy who could be of value in your scheme you do it. Perhaps maybe they move Fuller to safety. I don't take this as a slight against Fuller, I just think it's a chance to add a guy who has talent, but maybe wasn't in the best defensive fit. Take a look at the DB's that were in Fangios system in San Fran and how they are doing with their new teams.
