it won't and wouldn't be that's the point, it solves the problem
The problem of having an advantage over an away team?
there is no weather advantage, you act like most of these pro's didn't play college ball and never played in Oct, Nov or Dec in cold climates. You act like these pro's after their rookie year ever played in Nov/Dec in the cold climate. You also act like they don't have modern heating machines and clothing to keep the weather away. Again one time did it matter, and I can remember one time when NO's came in to a cold snowy mess and whopped their asses. That's how little it actually matters. No one in the local media or paying attention to actual football thinks weather matters anymore. Good teams, playoff teams don't have the weather effect them, bad teams do.

Luckily, Bears are a bad team so we need bad weather!

Besides the Bears record at Soldier Field has been dismal (aside from the 85 Bears). It would be nice to have Chicago host a Super Bowl. Can't do it with the current stadium.

Just doing a rough glance, even vs just dome/southern teams since 2010 the Bears are about .500ish, talking roughly 1 or 2 games above or under, not exactly an advantage compared to the misery inflicted onto the players and fans.
So-called "Bear weather" is largely a myth and it isn't worth giving up the benefits of a retractable dome for.
A bad team playing in bad weather won't help.
Ask the Packers how they feel about putting a dome on their stadium.
Green Bay isn't in contention for hosting a SB or really any other large scale event. It's a small town and there's zero reason to travel there other than to watch a game. A domed, 4-season stadium there would sit empty there regardless of weather.
