Not sure. Two different teams waived him but said they wanted him but needed the spot? If a guy seems like he is going to be really good at the QB position, you find a way to keep him. One team.... maybe they were really in a jam, but two letting him go? Must not be as good as we want. However, given our QB level of expectation, he could seem like Brady to most of us.

I believe that once they put him on waivers, the teams can pick him and the teams go by the draft order in terms of who has the priority to pick him up off of waivers. Whoever puts in a claim.... the one with the highest draft pick gets him.
I also believe that once he clears waivers (no one takes him), he becomes a free agent and then it is every team for themselves in terms of negotiating and getting him. I do not know how long that waiver period is before he is not subject to the waiver process.

I'm reasonably sure that BiH is correct that the team that would get the first draft pick would get the first claim opportunity.
The player may not be required to honor that claim however. That would allow the player to sign with a team of his choice, if that team offered him a free agent contract. This rarely happens though.
Sometimes there is an opportunity hidden in a crisis being experienced. Maybe this applies a bit to our present season. We've already had a chance (due to injuries to starters) to give our young/new players a chance to get experience - and for the team to see what we have in them. It's not a situation you'd want to have (the massive amount of injuries to the team) but maybe a tiny consolation is that this might help the team next year.
Just one example was being forced to play Whitehair at center. At first many of us were angry about him being there - especially when he struggled his first game there. But now the guy looks like a foundation piece to anchor the OL in the future. I think this guy may very well be a perennial All-Pro center after this year. Who knew?
Even if Cutler comes back for the next game, we still are a QB short on the roster. What would it hurt to bring in a kid like Joe Callihan and kick the tires on him (as a backup)? If there is something good there, keep him. If not, then no harm... just let him go at the end of the season.
With the OL injuries, maybe there's a similar opportunity to grab a PS guy (a young guy with upside) off another team's roster and bring him in too. Same scenario. This is probably the year to do that kind of thing. Next year we may have a few guys who benefit the team due to this unique season of giving youngsters an opportunity.
Like Cassell with New England. Starter goes down, showcase a potential starting QB.
