Fox is from the era when coaches believed that three things can happen on a pass and two of them are bad. Fox's system works, but you have to have the following:
(1) a DEF good enough and not injured,
(2) a ST that wins the field position battle
(3) and an OFF that can suck up time through a running game and completing passes to move the chains
(4) a kicker who is money from around 40 yards
The problem is the Bears don't have any of these things currently. They had #1 earlier in the season but thats it. So instead of getting close wins you get close losses. They aren't equal or the same.
Its why Fox prefers vets to rookies (almost every coach prefers vets to rookies, some HCs simply realize that the rookie is better and can suffer through the mistakes), no mistakes closes the narrow gap between a close loss and a close win. But his vets aren't good enough and his rookies aren't getting the reps they need. Look at Sunday, Hall returns from IR, the team has deemed him ready to play yet they take Chris P (who was eating Cheetos on Wednesday on his couch) and give him 100% of the snaps rather than play Hall and Jackson together. Chris didn't make any mistakes, he also didn't provide any wow moments. Hall? No one knows because he didn't play. In Fox's mind the "no mistakes" > "possible wow moment." I'm not saying playing Hall would have made any difference, its just a symption of Fox-think.
Even in the best of situations, this philosophy will only make for close wins unless you play teams like the Browns or the 49ers. Oh.... wait...
Either way, a very boring game to watch. Not for me. I want to see some real football.
I think Fox begain with a modern offense under Gase, but then the injuries last year to Cutler and Hoyer pushed him to be 'safer' this year. I think he realized he needed to win and pushed for a vet (Glennon) to go with the rookie he knew Pace was going to draft (but not on the first. I think Fox was expecting a 2-3 round rookie QB). When Glennon was worse than any except this message board thought he would be, he was forced to go to Mitch and Fox laid down the law regarding a safe safe offense.
