was Skrine healthier? not sure, i believe that was the issue with him at one point, will need to check it out.
Skrine did not play in 5 games over the last 3 seasons and Callan did not play in 12 games over the same time frame. I have no idea why these guys missed the games, I assume it is largely injury as opposed to suspensions or some other reason.
Skrine's injury in 2018 was a concussion and apparently he has a "history of concussions" (according to a Rotoworld writer). You never know how much time a guy will miss when a concussion happens, so it's a bit concerning.

And Callahan's most consistent year was last year (funny how that happens in contract years) and he missed the last 3 games of the season on IR with the foot/leg injury discussed in this thread. In previous seasons he was out and in a few times with various injuries. So there was plenty of injury history with him.

I think the primary thing between BC and Skrine is play. Pagano wants agressive DB's, Callahan/Amos aren't really in that mold, like Howard isn't in the mold of what Nagy wants.

But I think danchat brings up a solid point with Skrine and concussions. He had a head hit in 2017 where he continued to play the rest of the game and then complained about symptoms the next day. During the game he committed 3 penalties and allowed 3 TD passes (source). I am not blaming Skrine for this as it could have been sloppy execution of the protocol on the Jets part. But he does have a serious history of concussions.
