I picked priority number 1 because getting a franchise QB is always the top priority. There is only one flaw I see in this poll though, what if you don't think there is a true franchise QB available this year, in which case I would not take a QB with my first pick. So, for me, QB is not the top priority this year but is still very high on the list.
I think it's a huge priority. As I've said, in the long run this franchise won't go anywhere (and by anywhere I mean prolonged runs in the playoffs, possible Super Bowl Championships) if it doesn't get the QB situation figured out. In my opinion if Watson is there at 3 I'm taking him, as I think he's a franchise QB. Now, having said that, if Pace doesn't think any one of these QB's is that guy, then he should take another player at 3 and address QB later on. But to me QB is a top priority and needs to be handled. It's too obvious how important the QB is to the teams success.

My thinking has evolved in the last month regarding this draft. If there is a QB available when we pick in the first round, and Pace and the scouts believe he will be a solid franchise QB for us. I'm thinking we should pull the trigger and draft that guy. We may not have another draft opportunity for years to come to solve the QB problem here in Chicago. Now, if one of the first two teams ahead of us take the QB Pace covets, then take the BPA.

My opinion is that you have to get a difference maker with that high of a pick and not a project. Most picks that high start in their rookie year and are expected to be play makers right away. The Rams were one of the few teams that took a player with the first pick and didn't start him. To me that's a little foolish because you didn't need to take that player with that pick then because they obviously were not good enough.
If the Bears take a QB with that third pick are you expecting him to contribute right away or do you want him to sit and develop? If you want him to sit and develop that sounds more like a late first round and beyond type of pick.

I think it is an ultimate priority, assuming that a serious franchise QB is available when we are drafting.
I also wouldn't mind Pace trying to do some creative trading to get us in a position to get one. Again assuming that he thinks the prospect is the real deal.
But if Pace thinks that there are only 2 real serious QB prospects in the draft and they go #1 and #2, I don't want him reaching for a QB (in any round) just to draft one.

Well...it's a two fold effort in QB development between the OC and the QB coach. Let's take a look at Loggains:
In 2010 he was promoted to QB coach in Tennessee. His QB's were a 38 year old Kerry Collins, and a 27 year old Vince Young, oddly enough(since some are comparing Watson to Young). Collins was not very good just based on his record as a starter, but truthfully I can't remember the 2010 to save my life. Young started 8 games and went 4-4 and was pretty decent stat wise, he threw for 1200 yards, and 10 td's to 3 int's. From a TD to INT perspective that was Youngs best season in his career.
In 2011 the team drafted Jake Locker and signed Matt Hasselback. Hasselback started every game that season however when Locker played, granted in limited fashion, he was pretty good throwing 4 td's to no INT's and running for another TD.
In 2012 during the season Loggains was promoted to interim OC...not sure when that happened so I'm not sure what to think about this season. Hasselback didn't play very much, I think he got hurt, and Locker was not very good.
2013 Loggains is the full time OC. The team signed Ryan Fitzpatrick, and overall the QB play was decent. Not great, but Locker improved his turnovers from the previous season and Fitz was what Fitz is. Both of them played about half the season, so I'm not sure if there was an injury situation or not, and I hope you'll all forgive me for not having the time to really go look up what happened. I will say it seemed to be a tale of two offenses though. They threw the ball more with Fitz than they did with Locker, which shows Loggains tried to at least protect Locker in some sense.
2014 He goes to Cleveland as QB coach and gets Brian Hoyer and a little known rookie QB Johnny Football. Not much to say there...it's Brian Hoyer...we all know what he is. Also Brian Shaw was there.

You want a franchise QB/RB/LB/OL/DL/WR/DB every time you pick, however you don't waste the pick on a QB if the QB is not going to start or give you the best chance to move forward.
With these high picks you pick the best player that you think will contribute to the team from day one. That's what I would do. You hope that you can find the one, but don't try to make something fit that doesn't. That's why the good teams remain good every year. They pick the players that fit their team, even if they have five of them already.
You can still win games without a great QB. Making the whole team better gives you a better chance of winning than just having a franchise QB. The QB is the topping on the cake.
