Is CW in the best position as a rookie QB in NFL history?

I was watching a video by Swift on YT. He has researched all QBs in the history of the NFL who were taken at #1. He argues that Williams is in the most positive position of any QB taken with the first pick in league history.
It looks like the only rookie QB record that Williams may have trouble in breaking is Andrew Luck's rookie record. In 2012, Luck started all 16 games for the Colts and had an 11-5 record and took the Colts into the playoffs.While I would love for the Bears to make it inot the layoffs, I suspect that the competition within the NFC North might be a bit too tough on a rookie QB.
