Seriously I think the Vegas ans Nevada they've figured out that if they keep the absolute corruption down to a level where they still attract a lot of business investment.

In the Chicago metro area and in Illinois, it is very competitive to see which taxing body can rip off a situation for the most money, etc.

I am reminded of some of the African nature videos where you see the hyenas fighting with the vultures over some rotting carcass.
