It sounds like there was more to this than I realized. This is an answer to a mailbag question for Brad Biggs about the ligament damage:
LINK Good question. I don’t know that Mooney had screws placed in his ankle, but I do know he required surgery after suffering a left ankle injury in the loss to the New York Jets in late November. A Jets defender fell on the back of Mooney’s leg as he was attempting to block. NFL Media reported he suffered torn ligaments.
From what I hear, Mooney is doing well and there is a chance he will be fully cleared before the conclusion of the offseason program, which ends with mandatory minicamp in mid-June. If not, it’s expected he will be at full speed for the start of training camp. I don’t think the Bears are “completely assuming” anything, but they have much better depth with the addition of DJ Moore and Tyler Scott. With Mooney healthy, the offense should be in much better shape for Justin Fields.

I saw this video yesterday. Mooney is on a video podcast with the 33rdTeam (appearing with Equanimeous and Amon-Ra St. Brown). I don't know if he will get into trouble with the Bears for talking openly about his injury. But he says fairly early into the video that he broke his tibia as well as having the tendon injuries in his ankle. He also says he is running and started cutting on the day of the recording.

So, a broken leg and surgery to repair torn ankle ligaments. That would explain him just now getting going again, running and cutting. For a WR that has to be a somewhat serious injury. I don't think he'd get in trouble making this public because I think medical details may not be shared by an employer (Bears) because of privacy issues, but obviously Mooney can share anything he feels comfortable sharing about his own medical stuff. That's my guess anyway... I may be wrong.

Maybe it is my experience with all the previous Bear regimes. But I always assume they don't want to release any details regarding player status unless required by the league.
