Unbelievably athletic...but he's not a defensive player to me, and certainly not a starting DB in the NFL. Tell me you're making him a running back and I'm on board.

I agree but he's a multi use player. Some defense, more offense and plenty of special teams while it's still a thing. That type of player should not be drafted in the first round though, unless your team is stacked already.

And he still needs to be a productive part of the OFF or DEF when he is on the field. The Hester package where you knew he was getting the ball when he came on the field doesn't work. Hester also had iffy hands as a WR if I remember right. So he was limited. An ideal mutli-purpose player was that idiot that Minny drafted ---Percy Harvin. He could stay on the field as a 3 down player, lining up at RB or WR. He also returned kicks and punts. He wasn't a #1 WR or a #1 RB. And you still don't draft Harvin until late in the first round if everything else is covered. Can Peppers be this guy? IMO not with the 3rd pick.
Biggest problem w/Hester was that they put him as the #1 WR and just asked him to run deep, which wasn't his best play. He was far better as the slot guy who just ran a flag or curl so that he could turn his body to the ball then turn and make players miss that were in front of him.
But Percy was definitely a better all purpose player, just not as good of a KR/PR

I'm highly critical of Peppers as a defensive player...I actually think he's awful, but as an offensive player there isn't much I don't think he can do. He is one the best I've ever seen running the ball...and I've seen and played against plenty of NFL running backs. Further in high school I watched him play running back, receiver and QB all in the same game. He can do it all offensively.

I don't see him being a real productive player on defense but I do think he's better on the offensive side of the ball. The guy can catch and run. He can be the main back or take direct snaps. He can split out wide and he can return punts and kickoffs.
I'm not sure if he can be as good as Hester in the return game but I do think he would be a better player on offense than Hester was.
