Most of the article is a lot of fluff but there are two items that stand out to me. My read is based on the first snip that his rehab will take time and he might/will miss most of the OTAs and maybe some of TC and the PS. Based on the second, his injury was a lot worse that we all thought and maybe he should have been IR'ed somewhere around week 12.
Miller doesn’t expect to practice much in the offseason until he is fully healed, saying he “can’t play around” at this level. But he says Bears coach Matt Nagy will be “getting a beast coming back” when he is ready to return.
That he played his first year with an injured left shoulder he says painfully dislocated “maybe five or six times” makes Miller believe there’s more to come with the Bears. He had surgery to repair the torn labrum in January, and the rehab hasn’t dulled the confidence the Bears coaches embraced last season.

Really. WTF!!
I think I have mentioned it here that my Wife suffers from a worn out shoulder socket(Not sure of a better term really). I can tell you that even removing her shirt, or reaching for an item of the table she can dislocate her shoulder. Now the wear and tear of her dislocating it makes it easy for her to put it back in. But that also makes it easier to eff it up again. I mean 2 or 3 times a year she goes through this and each time it is equally painful and a good 2 weeks until she can properly use it.
Miller has done this how many times ? five or six times? I swear I read that he has had a shoulder issue before being drafted so this should have been a red flag raised.
Hind sight I know but this is just down right silly if this has been a re-occurring issue. @butkus3593 I am sure can shed some light on the re-coup but from a functional stand point, I have seen what happens first hand to the pain and stress this kind of injury can lead to.

I want to stress that the two conclusions in my OP were purely personal speculation.
