It says the Bears spent the 4th most FA money in the entire NFL. We all know that there are a lot of factors that went into the 3 failed seasons, but Ryan Pace does need to improve his FA signings this season.

Chicago Bears general manager Ryan Pace inherited a mess in January 2015.
The Bears -- a three-time division winner and Super Bowl runner-up under Lovie Smith and general manager Jerry Angelo -- completely lost their way following Smith’s dismissal after the 2012 season, a year in which the Bears finished 10-6 but failed to reach the playoffs.
Pace, who hired veteran coach John Fox to replace Marc Trestman, faced the daunting task of rebuilding a franchise that bottomed out on and off the field under the previous regime.
According to ESPN Stats & Information, the Bears have given out the fourth-most guaranteed money ($140,585,000) in the NFL since Pace assumed control three years ago.
Unfortunately, the Bears' willingness to spend money has not led to more victories.

Again, I'd like to see the teams that over a 3 year period hit at a significantly higher rate. Bears got McPhee/Sitton/Hicks/Massie(good or bad, id say average)/Danny T/Freeman/Prince A/Benny C/Acho. Ya there have been bad misses, Rolle, Cooper, all the WR's last year, but over a 3 year period I'd say he's hit more then missed.
You just don't see many teams win when they don't have a qb that can carry the team. If Trubs can be a better qb you'll likely see more wins and more FA "hits"

At one point last year, he had outspent all other teams in FA, but had just a bunch of guys. I've said it plenty. Got into the "overspending" thing with Ric over it, but he spent a tone and got not much back. I don't know why there was so much pushback on it. All I can think of is people that just defend whatever the Bears do just because they are fans and they figure that's what they are supposed to do? I'm not really sure, but it was reality then and continues to be reality today even with the benefit of hindsight.
I'm not going to dwell on the past. It's not worth arguing about. But he needs to up his game moving forward. I won't say he crapped the bed, but on the other hand I think most Bears fans understand he has to do better this year. The draft alone won't take the team to where it needs to go.

I do agree that he needs to improve on the FA front, I think the Bears will get better quality FA now. The team is stable with a new type of a HC and a QB.
