I've speculated on this somewhat myself. I don't think he was ever all that interested in Cincy but I do think the GB deal had his attention and it was a perfect bargaining chip which he lost when McCarthy hired Pettine. Now Vic is looking for another chip.
This is a test for both Pace and Nagy. If they allow him to keep them over a barrel it's gonna impact other possibilities after this weekend. Anyone who knows they would prefer Fangio will be hesitant to even take an interview and the DC position is held ransom.
There has to be a point at which whatever offer has been made has an end point and if not accepted everyone is a free agent not just Vic. He's welcome to pursue other offers and we will move on with other prospects. We can't get too needy here or we get hurt.

Has each side drawn a line in the sand they won't cross and now it's a tug-o-war to see which can pull the other over? That's a different deal than open negotiations. If that's the case then it would be time to fish and allow Vic to cut bait hoping bigger fish will bite next week once another elimination round is over. But that could also mean other DC prospects we like are also coming available. If what you've outlined is true then like it or not the Bears need to declare themselves as free agents looking for a top DC as well. We can't allow the position to be held ransom to a singular commitment to one guy. That would only hurt us as we try to proceed.
If I know an employer isn't fully committed to me and I'm only his backup plan if Plan A fails I'm not waiting around for a decision.

James Bettcher interviewed for the Cardinals head coaching gig after Bruce Arians retired. While it would be ideal to team a young offensive-leaning head coach with an experienced defensive coordinator, adding an up-and-coming defensive mind like a Bettcher wouldn’t be the worst hire.
Bettcher, 39, has coached in the NFL since 2012, has been with Arizona since 2013, and was promoted to defensive coordinator in 2015. Arizona was middle-of-the-pack in points per game allowed in 2017, but they were sixth in yards allowed per game – the third straight season they were in the top six in that category under Bettcher.
The Bears’ defensive coordinator position should be viewed as an attractive one. Chicago finished in the top 10 in scoring defense and total yards, marking a major turnaround engineered by Fangio. And with a ton of cap flexibility to fall back on, the Bears will be in a position to add (and/or keep) significant pieces.
Fangio needs to decide if he is on board or not. Or he won't be. If he going to be a DC (which I believe to be his only choice), this is his best spot. He has started the rebuild. The management wants him, the fans want him and the players want him.

If only that guy wasn't under contract it would be a great plan B. Right now that's just wishful thinking though.

Hmmm, a process. Based on past experience I believe marriage negotiations should be conducted this way too. Currently this I say will you? She says yes. You both say I do until one of you says I don't seems to have some basic flaws to it.
