depending on who is available and how we grade them - yes. Just to pick one - no.
If Pace likes the guy he will pick the QB. I'm 100% sure we will pick a QB at #3 unless the one we want is gone 1 or 2. If not we will make our pick on Day 2 with the best guy on our board. Pace is smart and he has done a lot of QB Scouting this year

Everybody is available at the start of the draft. If Pace likes no one then that is one thing, but if he likes even one person then he needs to trade up or do whatever it takes to get him.

To evaluate Webbs arm from his college experience you need to look at his Texas Tech stuff. Their offense was called "The Air Raid" based on their team name, The Red Raiders (yeah I know, stupid useless trivia).
The Tech offense has a fair amount of downfield passing. I've seen him throw balls a good 30 yds in the air with some velocity. I would not say he has the strongest arm but he could have a decent enough armfor the NFL. I'll leave that for the rocket scientists.
I don't see tons of stuff on Webb on YouTube be here is some that has a bit from Texas Tech, While a lot of it is short passes, look at the throw at about 0:40 in the clip
