Ultimately, what Amos (or Callahan) "values himself at" is of course meaningless. It's what the market will pay. I'd be shocked if any NFL team would pay $12m/yr for the skillset Amos brings. He's more of a box-type strong safety than a rangy ballhawk type of free safety and the latter tends to command higher prices.
I could be wrong and we will soon know when reality intervenes.
I see no evidence that Amos could feel "unwanted" by the Bears. Not so far anyway. Jeffery was a different story. He pretty much sulked and malingered his way through 2 seasons with nagging muscle strains and pulls and was actually called out for it by John Fox so no surprise he didn't want to be in Chicago anymore. Haven't heard anything like that about Amos who to his credit has been very durable.
We will have to see what happens. Its not uncommon for a team to tell a player they want him back but go out in FA and establish your market value and give us a chance to match. Perhaps that's what's going on here.
Amos has some pretty good reasons to want to stay as I see it if his market price (ie, the REAL PRICE) ends up being not too high for Pace's budget. He's a guaranteed starter here on a stacked defense with a highly regarded coaching staff and a team that has legit SB contending potential.
