NFL w/the way their rules are need 100% full time refs, not just a handful. This would limit a lot of the problem. They could spend all offseason going over gametape on what they got wrong and right, and updating on the new rules changes.

How bout just being "sure" of what you've seen b4 making a call ? Don't make a call unless you KNOW what you've seen . That's why I don't mind some of these conferences these refs have ... better to discuss and try to get a second opinion b4 making a call that can't be retracted . But lets face it - some refs have an " I'm gonna inject myself into this game " compulsion , and they wind up throwing flags on the stupidest stuff and they're TERRIBLE at their jobs .

This stuff is happening way to fast to be 100% sure of what you saw, some if this is happening in a faction of a second and you have 4 guys to watch 22.
