And btw, Getsy DID try to throw the ball early last season. I was at several of those early games and I can tell you he did drop Fields back quite a bit and the results were disastrous. The OL was leaky as hell in pass pro and the Bears had no joke the worst WR corps in the NFL. Those clowns (Pringle, Harry, Pettis, etc) couldn't get open if you locked the defense outside the stadium.
To his credit, Getsy adjusted his approach mid-season and that's when Fields started making huge plays with his legs and we actually scored some points.
We had nobody to throw to last season and no pass pro to throw anything past 5 yards anyway.

Call me crazy but it seems obvious to me. We changed GM/HC last offseason (a year too late IMO) and the new regime nuked the roster last year (again, overdue IMO). My 2nd team, the Cards, are doing the exact same thing right now. They aren't even pretending that they aren't tanking for the #1 pick. They have made it unmistakable. It was pretty darn the exact same thing last year with the Bears.
Poles is now rebuilding the roster with younger (and hopefully BETTER) talent. Outside of Marcedes Lewis and Whitehair, I can't think of a single player who is over 30 yo. Both those guys will be gone next season too.
Expectations for this season should be kept in check. I want to see the offense, passing offense in particular, show substantial improvement. That's my main goal. I think the defense, especially run defense, will be better (how could it not be?) but I don't expect miracles. Overall, let's just get to roughly 500 in record. We aren't SB contenders for sure and I would say there's no way we should make the playoffs except that the NFC is soooooo weak this year, we actually could if Fields takes that next step he needs to.

exactly. I was giving credit to Sea and Balt of the early 2010's, but that is the exact point. The GM/HC are building a team for how you won in the past, not the current.

For all the resources dumped into the def in the last 2 years at the expense of the O, it should be substantially better then the offense itself.
there should be no expectations for the passing O. A few pieces on the OL and 1 WR and a bunch of mid do not a passing O make, qb's that make that work are the rarest of breeds and excepetions.

I don't think it is a rule, more of a trend. If you look at the makeup of all Superbowl winners over time, you see an obvious shift from the long traditional team built on a strangling defense combined with an unstoppable running game with a decent to very good passing game. It started when all the offense-oriented rule changes came down starting in 1974 and with a real boost in 2002 and beyond (link).
The example you use occured before the steady changes of the NFL rules started in 2002 and continues for the next 10 - 15 years that gave decided advantage to team offenses over the defense.
If you look at the offensive and defensive rankings of all SB winners over the last 20 years or so, you will see that the winners have mostly moved to having a top 5 - 8 offense. Over the last 10 years, only one SB winner was not in the top 10 offensively and only 3 were not in the top 5.
You do see teams with an offense in the top 10 winning a SB (Eagles in the 2017 SB). But it is occurring with less and less frequency. Unless we see a major rule change, I expect it will continue. And you are seeing teams with a defense not in the top 10 winning the SB more often (KC last year).
I am not arguing that having a strong defense is a detriment, just that having a strong offense (and an adequate passing offense) is of a greater benefit.
