Bears first depth chart is out. Interesting.

I saw a bit with Greg Gabriel recently and he said the initial depth charts are basically stuff cooked up by the PR department and mean little. Coaches apparently don't even have that much say in them. The only exception is that sometimes the coach will purposefully put a player at the bottom of the chart to motivate them. Otherwise at this point they're pretty much worthless.

I would advise anyone with concerns about the position of their favorite player on the depth chart to watch the first 3 - 4 minutes of the current edition if the GTF (Gabriel Talks Football) video podcast on YT (link).

It is all about this "provisional" depth chart.  He basically calls it a load of BS and a product of the marketing department.  According to Greg, the only input the coaches have to the position of players is to force someone to the bottom.  To "send a message" as Greg puts it.
