Read about that. Apparently Bears coaches were very unimpressed by him. Questions about his work ethic and "buy-in" this offseason plus he couldn't stay healthy. They had option to protect him and chose not to.

I figured he and Young would be fighting for the slot corner job. However, I should have guessed the plan was changing when they had Gordon playing nickel in training camp. Graham played pretty well last year. I thought he would be no worse than second team this year.

And isn't it mandatory by NFL rules/CBA that if you poach a guy off another team's PS that he must be on the new team's 53 roster? In other words you can't just upgrade your own PS roster by taking a guy from another team's?

Correct, the player must be on the acquiring team's 53 man roster for a minimum of 3 weeks. Doesn't mean that Graham will actually see the field or dress for games.
The Bears current coaching staff evaluated Graham and weren't impressed with what they saw. Same with Duke Shelley, another 6th round slot corner pick they let walk.
