I'd be in favor of just telling Foles to go away and signing Nick Mullins as the #3. I'd also be in favor of telling Foles to go away and signing the highest QB on theri pre-draft rankings that wasn't on a team as the #3.

Can't do that. Most of his salary is guaranteed
Guaranteed simply means he still gets paid. They can cut him, I don't believe he has any escalators that would push money forward. Bears cut him, he's paid to sit at home. Teams don't do it (since if you're paying him, he might as well whisper in Dalton/Fields ears during games), but they could. I see no purpose for Foles on this roster.

He would cost $5m MORE against the cap if cut. I guarantee you he isn't getting cut. It's either a trade or we are stuck with him.

Biggs said today that cutting Foles would either put the Bears right at the cap or possibly over it. Unless he gets traded he is staying on the roster.

Pace put his eggs all in one basket there. Mike Glennon, Trubisky, Foles and now Andy Dalton. And now we have a promising young QB in Fields (who proved the blind squirrel and the acorn theory here by dropping into Pace's lap) yet we can't let the new guy play because he'll get killed behind this crap OL. Yeah, it looks like Foles is here - nobody wants him. Just a total waste of money. How sad.
