From much of what I've seen many of these UDFAs carry mid round grades but fail to get drafted for a number of reasons. In some cases it's a string of injuries, sometimes it's off field issues, and in some cases their measurables fit but there just isn't enough college tape against top competition to evaluate them well enough to risk a pick on them. Talent wise a UDFA may not be all that much different than any later round pick. He just happened to be the 20th ranked DT when only 17 got drafted.
It seems to me that many team use a similar BPA approach to the one Pace prefers. If after the 3rd or 4th round you can draft the 15th best CB vs the 20th best LB that's who you take even when you need a LB. Some of the UDFA fail to get picked just because it's a number game and in later rounds team are also looking at ST types, PKs and Punters, and developmental QBs so other position players fall into the UDFA pile and can sign wherever they may have the best shot of making a final roster or PS.
We seem to find one or two UDFA "finds" for our 53 man roster every year and maybe a half dozen or more for the PS and some of those rise to make the team as Meredith did. I'm sure we have one or two in this years group who'll make the final cut as well.
