The Broncos always seem to do well with QBs. They seem to know what they are doing as far as picking and developing. Thus far, I have not seem the same ability with the Bears. So until that exists here, not really sure if any development Qb would actually get developed.
The Broncos have had some QB centric HCs and OCs over the years and have put a priority on drafting and developing QBs like the Bears never have. We choose to draft and develop MLBs and DTs instead and I feel much of this goes all the way back to the days of Halas.
Ditka didn't invent his "QB's are highly overrated in the scheme of things" schtick. He got that from Halas who was known for discarding some good ones in his day if they didn't measure up his "boy" Sid Luckman. After Sid retired I see Halas as having become a notorious "renter" of QBs.
Compare our legacy of QBs with more QB centric teams like GB, Dallas, Oakland (in their hey day) or SF. We changed QBs as fast as I change my trash bags. Cutler is an all time keeper and though he still falls far short of Luckman's 12 seasons has the Bears QB he a grey beard vet compared to the average life expectancy of most former Bears QBs.
I've almost forgotten what it was like before Cutler arrived. Almost being the key word there. A few of them still haunt my dreams. I hope like hell that all changes under Fox and Pace but I'm not so sure it will. He seems quite content with a less than HOF level QB running his teams so I have no idea what they plan because Pace doesn't do what he says he will when it comes to drafting them. So far he's always found a position player he liked better than a QB in whatever round he's drafted in yet he still tells us he'd like to draft a QB every year.

We've historically destroyed more QB's than we've developed. What an amazing change it'd be if this changed and we started to develope our players and saw them grow.
Sanchez is now gone, but yeah, everyone saw that coming but the Broncos I guess.
At the moment they signed him it was "any port in a storm" time. Elway had no vet QB period, the 49'ers weren't playing ball with him for Kaepernick, the asking price for other vets was even steeper, and Sanchez was available for free. Of course he got what he paid for too.
I think Siemian is no more than a one year place holder for Lynch but we'll see how it goes. Next year is when the true QB battle may begin.

Can you really destroy a QB whose not very good to begin with? To me it's like we failed to keep them from self destructing. Rex would be a good example of that and Cade McClown another.

Even he couldn't ruin Cutler so that's another feather in Jay's cap. Of course he basically had to ignore him and walk away from the bozo to do it but hey man, survival is the name of game in the NFL and Jay's is a survivor.
