Jay Cutler admitted he would not play for the Green Bay Packers, even in their most dire situation
Amongst the talk of Jay Cutler and his retirement comes the talk of a Jay Cutler return in the same breath. While Cutler has said that his retirement is “permanent” he has also said he expects to get that itch to play football come late summer. There is speculation that Cutler will have a clause in his contract with FOX that gives him an out to return to football if the right job and team came calling. However, do not fret Bears fans, that right team will not be the Green Bay Packers.
Cutler has made his media rounds and recently did an interview with Doug Gottlieb for “The Herd” radio show. Gottlieb posed a hypothetical to Cutler that had Aaron Rodgers and Brett Hundley going down to injury. The Packers call Cutler in this hypothetical and look for his response about playing for the green and yellow. Cutler answered that he “would have to pass on that.”
Cutler has had a love-hate relationship with many Bears fans over the years. However, as he plans to step away it appears the feeling of love from the fans has shown, and Cutler has given it right back. Cutler was not drafted by the Bears but he did spend eight of his 11 seasons in Chicago. He was born in Indiana and had admitted to being a Bears fan as a child. It would be weird to see Cutler in any other uniform at this point, but a Packers jersey would be the weirdest. Fortunately, it does not look like we have to see that scenario as Cutler will stick by his favorite team, and the team he has spent the majority of his career with.

That puts him above other ex Bear QBs in my book ...
I'm still not sure why we could not have had Cutty as the starter with his inexpensive contract and T behind him, but I can't argue that we needed to move on. I'm just not sure that moving on was as pressing as some think it might have been. One more year with Cutty would not have been the end of the world.
Getting Glennon gets us two shots at a new QB, so there is that. Plus at some point we needed to move from Cutty. I guess the thinking was that if he is not the future, why not cut him now. But Brady is not the future of NE, and they are keeping him (yeah, I like to be sure to leave room for flames)

From what has been reported, Cutty doesn't play well with others(which is why he's broadcasting he's not even a good bridge qb), so brining in a young qb shooting for his job doesn't for a good qb room make. Many are saying similarl things about The Browns qb room, oswieler wants his shot to start, Kessler is going to want his shot, and both are going to be looking over their shoulders at Kizer. Not one legit vet in the room that is going to be willing to bring along the young qb's.
Like you said, this also gives the Bears 2 shots to solve their qb problem. Glennon has a shot to actually reach his ceiling, the question is where does that put him even if he does, and Trub now gets a shot to sit and learn for 1-2 years which will up his shot to reach his ceiling when he gets his chance. Cutty's ceiling was reached a long time ago, and he was closer to his basement, no need to throw that old horse back into the fields.
