10. Matt Barkley, Chicago Bears
Barkley started six games for the Bears last season, and was competent for brief stretches. But the fact that he threw 10 INTs over his last three games, along with the team's 1-5 record in his starts, likely will relegate the 26-year-old to a backup role wherever he lands as a free agent.
9. Ryan Fitzpatrick, New York Jets
Fitzpatrick is coming off of a rough season after his stellar 2015 statistical campaign, and will be entering the free agent market at 34 years old.
8. Nick Foles, Kansas City Chiefs
The Chiefs are likely to release Foles, because they can clear more than $10 million in cap space by doing so, and it's unnecessary to have that much money committed to a backup QB. The 27-year-old has just 36 career starts in five NFL seasons, and completed 65.5 percent of his passes last year for 410 yards, 3 TDs, and no interceptions in three appearances.
7. Brian Hoyer, Chicago Bears
Hoyer started five games for the Bears last season, and completed 67 percent of his passes for 1,445 yards, six touchdowns and zero interceptions before suffering a season-ending broken arm. The 31-year-old free agent was also under center for a Texans team that made the playoffs in 2015.
6. Colin Kaepernick, San Francisco 49ers
Kaepernick, who opted out of his contract as expected to become a free agent, threw 16 touchdowns against four interceptions for the Niners in 11 starts last season.
5. Jay Cutler, Chicago Bears
Cutler is a candidate to be released by the Bears because the team owes him just $2 million in guaranteed salary. He appeared in only five games last season due to injury, but the 33-year-old is capable of putting up big numbers, despite throwing a relative ton of INTs.
4. Kirk Cousins, Washington Redskins
The Redskins used the franchise tag on Cousins for a second consecutive season, but the long-term contract negotiations are still in progress. Washington couldn't get a home win over a Cousins throwing a costly INT, but Cousins has proven to be a reliable quarterback, if not a sensational one.
3. Jimmy Garoppolo, New England Patriots
Garoppolo is under contract with the Patriots, but plenty of observers expect him to be traded this offseason. He started only two games last year while the Pats started the season without Tom Brady, but led New England to two victories while completing 68.3 percent of his passes with four touchdowns and no interceptions
2. Tyrod Taylor, Buffalo Bills
Taylor is under contract with the Bills, but the team has a big financial decision to make regarding its starting QB later next week. If Buffalo balks at his option for next season, Taylor will have plenty of suitors in free agency. The 27-year-old threw for more than 3,000 yards in each of the past two seasons.
1. Tony Romo, Dallas Cowboys
Even at 36 years old, a healthy Romo would be a massive upgrade at quarterback for more than half the teams in the league. Injuries limited him to just four appearances in 2015, and a preseason injury combined with Dak Prescott's rookie campaign relegated Romo to the bench last season. In 2014, Romo led the Cowboys to a 12-3 record, and completed 69.9 percent of his passes for 3,705 yards, 34 touchdowns and nine INTs. Anyone attempting to trade for Romo will be hoping he can return to that level of production.
