The assumption is that Garrett would be gone prior to the Bears picking at #3. That is pretty much what everyone thinks. The author is making the argument (rational or not) that the first two picks will be QB and that we would get Barrett. So it is off the radar in terms of what we expect. I'm not saying right or wrong. Just delivering the news.
If Garrett is there at 3 and the Bears pick him, thats not an off the radar pick. If Garrett is there at 3 and the Bears take a LT, thats an off the radar pick.

Hell, I've got no dog in this fight. I'm just kind of going by what the guy is saying. I've got nothing more either. Not sure I agree or disagree with what he's saying but I get his perspective.
