If there’s one thing GM Ryan Pace has become known for during his tenure with the Chicago Bears, it would be his fearlessness. The guy does not wither from the idea of being aggressive, especially during the NFL draft. Of the eight trades he has made during a draft since 2015, five of them were moves up the board to grab a player he coveted.
This resulted in the Bears landing Leonard Floyd, Nick Kwiatkoski, Mitch Trubisky, Eddie Jackson and Anthony Miller. The results thus far have been pretty damn good. Trubisky and Jackson are Pro Bowlers. Floyd has been a decent pass rusher. Miller scored seven touchdowns as a rookie. Pace clearly values quality over quantity in the draft.

We aren't a team devoid of talent or desperate for playmakers anymore. We have a solid core of players that, assuming reasonable health and Trub's continued growth in the O, should be a contender for a deep run. Pace just needs to let the draft come to him and make solid choices, not to sacrifice the limited number of picks we already have. Don't swing for the fences, Ryan, just put the ball in play so to speak.

Even carrying forward a 2nd from next year would get us no higher than ~ the middle of the 2nd round and it would cost probably an additional 4th to do that.

I tend to agree, at this point he needs to start stockpiling draft picks, it'd be different if he got a 4th or a couple picks for Howard, but he got a maybe 5th next year for him. Let next years draft be really good

This year we have a roster that's not in need of much in the way of "immediate contributors". About the only places that could happen is at RB and/or K, both of which generally don't require picks higher than we already have. No one else we draft this year is going to "start" or be at the top of the depth chart. I would argue further that its unlikely Pace will be able to draft anyone that would even be a "1st off the bench" type of backup or rotational player. Maybe a backup CB/NB could happen that way I guess but that's about it. So, I really hope Pace pretty much stays put and takes what the draft offers him rather than mortgaging additional picks to move up significantly. Just add some depth & development players for down the road and be content with that (an OL, an OLB, a DB, etc).
Next year (and I'm going to assume Howard's value becomes a 5th), we will lack a 1st and a 3rd but will have 2 2nds, 2 4ths, 3 5ths, and a 6th & a 7th. Its possible we may score another late round comp pick depending on the details of what Cunningham signed for with Jags. That will be a draft where we hopefully can land some more immediate impact help such as a HHCD or Trevathan or Shaheen replacement if needed. Yeah, I'm pretty disappointed with Shaheen so far who hasn't done much to justify spending a 2nd on him so he needs to show up and produce this season.

3 years is definitely fair and that's the commonly cited time frame needed to properly evaluate a draft. I'm still holding out hope for Shaheen this year to live up to billing as I mentioned.
But, I'd say you generally see signs in the first 2 years if a player is going to work out or not. And so far with Shaheen the evidence for "working out" is pretty thin. Yeah he clearly was over-drafted. Pace needed a big pass-catching TE after Bennett was sent packing and apparently fell in love with Shaheen's measurables. Like Cohen, he dominated far inferior competition at a small school in college. Unlike Cohen, Shaheen hasn't been able to stay healthy, provide much production, and was drafted 2 full rounds earlier.
Anthony Miller was drafted about where Shaheen was and has scored double the TDs, had twice as many receptions, and gained more than double the yards that Shaheen has in just one season as opposed to two. Yes, there's still time to turn things around but he's got a lot of work to do this year to justify the expectations of a 2nd round pick. He's been a real disappointment so far to me.

really cannot compare TE and WR stats though. Ya Shaheen hasn't done much, but how much of htat is b/c of ability and how much b/c of inj. I don't hold it as a sign a guy cannot produce if his issues are health, there is just no way to tell. When he has been on the field he hasn't been a game changer though. Hopefully he can take a step this year.
